REQUEST FOR QUOTATION AND EXPRESSION OF INTEREST DOCUMENTS FOR THE EXECUTION OF PROJECTS UNDER THE YEARS 2024/2025 MERGED TETFUND CAREER SERVICE CENTRE INTERVENTION AND COMMUNICATION GADGETS FOR THE PRINCIPAL OFFICERS TO BE FUNDED UNDER THE 2025 BUDGET( SERVICES CHARGES)

1.0 INTRODUCTION

The University compliance with the provisions of the Public Procurement Act, 2007 wishes to invite contractors and service providers to submit quotation/Expression of Interest documents for the years 2024/2025 merged Tetfund Career Service Centre.

PACKAGE B: EXPRESSION OF INTEREST DOCUMENTS

Provision of Communication Resources for the Career Centre at the Central Library Complex, Naraguta Campus

Provision of Career Centre programmes such as Individualized Career Counselling, interactive training workshops on resume writing, cover letter crafting, interview techniques, and networking skills, career panels, employer showcases, and network receptions, etc.

Provision of staff training/capacity building for the Career Centre staff

SCOPE OF WORK

The scope of work comprises of;

  1.  Procurement of assorted titles of books/journals, computers, photocopiers, dispensers, tables, chairs, drawers, window blinds, and other items for the Career Centre
  2. Provision of programmes, e.g. counselling, workshops, entrepreneurship support, staff training/Capcity Building, etc.
  3. The renovation comprises of: Metal work, finishing, painting and decoration;
  4. provision of communication and outreach resources; partnership and collaboration. Further details will be provided in the tender documents.

MANDATORY REQUIREMENTS

  1. Evidence of a Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC1.1, CAC2 and CAC7;
  1. Evidence of the Company’s Income Tax Clearance Certificate for the last three (3) years (2022, 2023 and 2024) valid until 31st December 2026;
  1. Evidence of a Pension Clearance Certificate, valid until 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 3 and above);
  1. Evidence of Industrial Training Fund (ITF) Compliance Certificate, valid until 31st December 2026 (this requirement is only applicable to bidders whose number of staff is 5 or more, or whose annual turnover is N50m or more).
  1. Evidence of the current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate, valid until 31st December 2026.
  1. Evidence of registration on the National Database of Contractors, Consultants and Services Providers by submission of an Interim Registration Report (IRR) expiring on 31st December 2026 or a valid Certificate issued by BPP.
  2. A sworn affidavit disclosing whether or not any officer of the relevant committees of the University of Jos or the Bureau of Public Procurement is a former or present Director, shareholder, or has any pecuniary interest in the bidder, and to confirm that all information presented in its bid are true and correct in all particulars;”  
  3. Relevants experience: at least two (2) letters of award.  
  4. Verifiable documentary evidence of at least two (2) similar jobs in the last five (5) years, including Letters of Award, Valuation Certificates, and Job Completion Certificate where applicable.  
  5. Company profile with Curriculum Vitae (C.V.) of professional staff to be deployed for the project, including copies of their professional qualifications (Renovation and Training)
  6. Evidence of financial capability (minimium turnover of not less than 15M).

NOTE:

  1. Bidders should not bid for more than two (2) lots.
  2. Original documents on any aspect of a company’s submission may be requested for sighting during and/or after the opening session.

COLLECTION OF STANDARD BIDDING DOCUMENTS (SBD)

The standard bidding documents are to be collected by all interested bidders in the Room 004, Procurement Unit, 3rd Floor, Wind “X’’, Senate/Adminstrative Building, Naraguta Campus, University of Jos, on presentation of the receipt of payment of a non-refundable fee of ₦10,000.00 (Ten Thousand Naira), per Lot as from Tuesday, 12th May, 2026.

SUBMISSION OF BIDDING DOCUMENTS

The Technical and Financial Quotation should be spiral-bound separately in an envelope clearly marked “Technical or Financial Quotation” and the two envelopes should be packaged in another larger envelope clearly marked “QUOTATION FOR THE  … insert Lot No. & Title … “at the top left-hand corner of both the inner and outer envelopes.

NB: The name and address (locational) of the company and telephone number(s) should be provided on the company’s letterhead paper, which should be clearly written on the reverse side of the envelope. Also, evidence of payment of ₦10,000.00 (Ten Thousand Naira) per lot from the Bursary Department should be inserted in the front cover of the spiral-bound prequalification documents, as this shall form part of the mandatory requirements.

Both the inner and outer envelopes are to be addressed to the Head, Procurement Unit, University of Jos, and submitted in the Tender Box provided in Room 001, Procurment Unit, 3rd Floor, Senate/Administrative Building, University of Jos, Naraguta Campus, not later than 12noon  on Tuesday, 19th May, 2026.

OPENING OF QUALIFACTION/ EXPRESSION OF INTEREST DOCUMENTS

The Techincal/ Expression of Interest document will be opened on the same day, Tuesday, 19th May, 2026 at 12noon prompt, in the Procurement Unit Conference Room, University of Jos, Naraguta Campus.” Contractors are invited to attend the meeting. Therefore, the technically qualified companies will be invited to the financial bid opening, and the financial quotations of unqualified companies shall be returned to them unopened.

 PLEASE NOTE

  1. Submission of quotation and qualification/expression of interest documents to the University of Jos is neither a commitment nor an obligation to award a contract to any contractor or his agent.
  2. All claims are subject to verification. Take notice that any false claim shall be grounds for disqualification.
  1. The University of Jos rejects all bids at any time prior to the acceptance of a bid, without incurring any liability to the bidders as provided under the Public Procurement Act, 2007.

The University of Jos may also cancel the procurement proceedings in the public interest without incurring any liability to the bidders in accordance with the provisions of Section 28 (b) of the Public Procurement Act, 2007.
