INVITATION FOR PREQUALIFICATION FOR WORKS/EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY & OTHER SERVICES

PREAMBLE

In compliance with the provisions of the Public Procurement Act, 2007 and other relevant guidelines, the University of Jos - Nigeria invites competent Contractors, Consultants, Audit Firms, and Insurance Companies/Underwriters for the procurement of the under-listed projects/services under the 2013 NEEDS Assessment Intervention and Internally Generated Revenue (IGR):

 

  1. REHABILITATION OF CLASSROOMS (2013 NEEDS ASSESSMENT INTERVENTION)

Remodelling of Classrooms for Physical and Health Education Department:

  1. 1 Block A
  2. 2 Block B1

  1. MUNICIPAL SERVICES (ELECTRICITY/WATER) - 2013 NEEDS ASSESSMENT INTERVENTION
  1. 1 Installation of Street Lights around Naraguta Campus
  2. 2 Provision of Solar Street Lighting around Students Hostels
  3. 3 Provision/Rehabilitation of Boreholes at strategic locations

 

  1. RECREATIONAL FACILITIES (2013 NEEDS ASSESSMENT INTERVENTION)
  1. 1 Rehabilitation of Senior Staff Club at BRSSQ
  2. 2 Supply and Installation of Gym Equipment
  3. 3 Partial Grassing of Football Pitch at J. T. Useni Stadium
  4. 4 Construction of Basketball & Lawn Tennis Courts at the Stadium

 

  1. Expression of interest for the Provision of Consultancy Services for the Construction and Furnishing of Lecture Theatre under the 2013 NEEDS Assessment Intervention
        1. Consultant Architects/Project Managers

  1. The Provision of Consultancy Services for the Procurement of Teaching and Research (T&R) Equipment under the 2013 NEEDS Assessment Intervention for the following Faculties: Arts, Education, Environmental Sciences, Engineering, Law, Management Sciences, Medical Sciences Natural Sciences, Pharmaceutical Sciences, Social Sciences, Veterinary Medicine, and Centre for Biotechnology & Genetic Engineering.
  1. Appointment as External Auditors (Internally Generated Revenue - IGR)
  1. Engagement of Insurance Companies/ Underwriters for the Provision of the following Insurance Policies under Internally Generated Revenue (IGR)

(i)        Fire and Special Perils (Buildings)

(ii)        Private/Commercial Vehicles

(iii)       Equipment and Computers

SCOPE OF CONSULTANCY SERVICE UNDER NEEDS ASSESSMENT

  1. Preparation of preliminary design
  2. Advising on cost alternative
  3. Production of detailed working drawings
  4. Preparation of detailed bills of quantities, article of agreement and checking of tender reports
  5. Normal site supervision and related Consultancy Services

 

SCOPE OF CONSULTANCY FOR THE PROCUREMENT OF T&R EQUIPMENT

  1. Collaboration with User Departments and Directorate of Physical Facilities (DPF) for the identification and selection of the equipment, considering optimal efficiency, costs and relevancy of technology.
  2. Preparation of the Bills of Quantities.
  3. Monitoring compliance with specification at delivery and supervision of installation.
  4. Training of Staff on the operation of the Equipment

MANDATORY REQUIREMENTS FOR CONTRACTORS, CONSULTANTS, AUDIT FIRMS AND INSURANCE COMPANIES/UNDERWRITERS

The following are the mandatory requirements:

  1. Evidence of firm’s registration with the Corporate Affairs Commission (CAC).
  1. Current evidence of Tax Clearance Certificate for the last three (3) years.
  1. Certificate of compliance with the provisions of section 6 (1), (3) of the amended Industrial Training Fund (ITF) Act No. 19 of 2011(Evidence of up-to-date payment of ITF employers contribution), valid for 2017.
  1. Current Pension Clearance Certificate valid for 2016 from PENCOM in line with Pension Reform Act 2014 and evidence of remittance for ALL company staff.
  1. Current Certificate of Interim Registration Report (IRR) with Bureau of Public Procurement.
  1. Current Clearance Certificate from Nigeria Social Insurance Trust Fund.
  1. Current company Audited Accounts for the last three (3) years duly signed and stamped with a professional stamp by a professional accounting/audit firm and signed by the client.
  1. Evidence of firm’s registration with the Office of the Auditor-General for the Federation as at 2016 in line with Section 85(3) (a) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) applicable to Audit Firms only.

 

  1. Current Registration with Financial Reporting Council of Nigeria (applicable to Audit Firms and Insurances Companies/Underwriters only).

 

OTHER REQUIREMENTS APPLICABLE TO CONTRACTORS ONLY

  1. Sworn Affidavit that none of its Directors/Principal Partners has been convicted in any country for financial matters.
  1. Sworn Affidavit by the Managing Director/Principal Partner of the firm (who will eventually sign contract documents) as registered with the Corporate Affairs Commission (CAC) indicating that all documents submitted are genuine and are verifiable.
  1. Comprehensive company profile including names and resumes with photocopies of credentials of key staff with genuine and reachable addresses and phone numbers.
  1. Any other information to prove the company’s corporate and technical expertise and capability.
  1. Bank Reference

 

OTHER REQUIREMENTS APPLICABLE TO CONSULTANTS, AUDIT FIRMS AND INSURANCE COMPANIES/UNDERWRITERS ONLY

  1. Sworn Affidavit that none of its Directors/Principal Partners has been convicted in any country for financial matters.
  1. Sworn Affidavit by the Managing Director/Principal Partner of the firm (who will eventually sign contract documents) as registered with the Corporate Affairs Commission (CAC) indicating that all documents submitted are genuine and are verifiable.
  1. Comprehensive company profile including names and resumes with photocopies of credentials of key staff with genuine and reachable addresses and phone numbers.
  1. Any other information to prove the company’s corporate and technical expertise and capability.
  2. Evidence of current company registration with the appropriate regulatory professional bodies.
  1. Evidence of current registration of the Technical Staff, Directors or Principal Partner(s) of the company with the relevant professional bodies.
  1. Evidence of previous and professional fees of similar jobs undertaken in Nigeria by the firm in the last five (5) years (stating client and professional fees).

SUBMISSION

The Prequalification/Expression of Interest documents with evidence of payment of non-refundable fee (applicable to Items 1, 2 & 3 only) of ₦25,000.00 (Twenty-Five Thousand Naira only) per Lot as Processing Fee obtained from the Bursary Department of the University should be spiral bound with table of contents and page numbering in the order of the requirements listed above and packaged in an envelope and should be clearly marked “PREQUALIFICATION or EXPRESSION OF INTEREST FOR …State the Project and Lot (if applicable)…“ at the top left corner of the envelope with the company’s name written on reverse side of the envelope.

 

All submissions are to be addressed to the Registrar, University of Jos and dropped in the Tenders Box in Room 94, Administrative Block, Bauchi Road Campus, Jos not later than 12noon of Tuesday, 14th November, 2017.

 

OPENING OF PREQUALIFICATION/EXPRESSION OF INTEREST (EOI) DOCUMENTS

The opening shall commence the same day (Tuesday, 14th November, 2017) in the presence of company representatives who choose to attend at the University Senate Chambers, Bauchi Road Campus, Jos at 12noon.

Notwithstanding the submission of the technical information, the University of Jos is neither committed nor obliged to include any company on any bid list.

 

  1. Original documents on any aspect of a company’s submission may be requested for sighting during and/or after the opening session.
  1. University of Jos reserves the right to verify any claim by the companies.  Companies shall therefore include necessary authority and guarantee for such verification; the absence of which will automatically result in the disqualification of such company.
  1. The University of Jos reserves the right to reject any or all expression of interest packages.
